BEIJING - China issued a grade-IV emergency response on Monday following rain, storms and flooding across central China's Hunan Province, which have left six dead and one missing. The Ministry of Civil Affairs and China National Commission for Disaster Reduction have sent teams to assist in disaster-hit areas. Since June 22, Hunan has been battered by rain and floods. By 8 am Monday, six people had died, another one remained missing, and 11,000 had been evacuated to safer places, according to local government. The disaster also damaged about 40,000 houses, and caused 3.27 billion yuan ($479.3 million) in direct economic losses. A grade-IV response, the lowest in China's emergency response system, requires a 24-hour alert, daily damage reports, and the allocation of money and relief materials within 48 hours. URUMQI - Two foals of a rare horse subspecies were born at a wild horse breeding center in Northwest China's Xinjiang Uygur autonomous region earlier in October, bringing the total number of the once-extinct wild horses to 379 in the region. The two female Przewalski's horses were born on Oct 9 and 13 respectively, said Zhang Hefan, a researcher at the center. "They are called 'Snow White' and 'the little black girl' according to the colors of their coats," Zhang said. A total of 36 foals have been born at the center this year. Twelve now live in captivity, and the others have been released into protection zones or wildlife parks. Przewalski's horses historically lived on grasslands that are now part of China's Xinjiang Uygur autonomous region and Mongolia. The breed used to be extinct in China in the 1960s due to over-hunting and was reintroduced to Xinjiang and Gansu province from stock of captive-bred horses in Europe in the late 1980s.
